That’s pretty much what it means, it’s data collection/spying. The same “features” were included in an update for 8 and 7 after 10 came out, so there’s really no escape. rtrixie had a great guide on how to remove it. I’d link the post but I’m on mobile, just look under the tag ‘windows 10’
